  How Are USSF Bylaws Amended?

 
Step 1 - Proposal
 
A proposal to amend the USSF bylaws may be made by an Organization Member, a member of the Board of Directors, and Adult, Youth, Professional, or Athlete's Advisory Council, or a committee of the Federation. Propose a change to the bylaws by submitting it in writing to:

The proposal should contain the following information:
 
 

Who is proposing the change

 
 
 
 
What the change would be
 
 
 
 
How the change would affect the bylaw as it currently stands
 
 
 
 
Rationale for why the change should be adopted
 
Rationale for why the change should be adopted
All proposals to amend the bylaws must be submitted in writing to the Secretary General at least 120 days in advance of the USSF National Council meeting at which the proposal is to be considered
 
Step 2 - Rules Committee Review
 
The Secretary General immediately will provide the Rules Committee with the proposed bylaw changes. The USSF Rules Committee will review all proposed changes before the National Council meeting for the year in which the proposal is made. The Rules Committee will then make a recommendation to the National Council regarding whether the proposed change should be adopted.
 
Step 3 - National Council Vote
 
Bylaw proposals will be addressed yearly at the National Council meeting of the USSF membership. All amendments to the bylaws (except those to increase the membership of the Board under section 5 of Bylaw 411) require a two-thirds vote to pass.
