 Scenario
In in the 64th minute, L.A. and K.C. are tied. Kansas City is attacking when the ball rebounds to KC's Zavagning. He kicks the ball into his own half. As he releases the ball, LA's Ruiz challenges late, driving his cleats directly into the top of Zavagnin's kicking foot. What is the correct decision by the referee?
 Results
16.0% Whistle the foul, have a word with Ruiz, but apply no further disciplinary action. Restart with direct free kick to KC.
20.0% Whistle the foul, send off Ruiz and display the red card (serious foul play - a dangerous and cynical stomp to the top of the foot). Restart with direct free kick to KC.

63.0%
Whistle the foul, caution Ruiz and display the yellow card (unsporting behavior - a late challenge with little or no chance to get the ball). Restart with direct free kick to KC.
 Reason
Law 12 - Fouls and Misconduct - Disciplinary Sanctions - Cautionable Offenses (number 1). See also Advice to Referees, Law 12, sections 12.3 and 12.27.
 Explanation
Certain fouls are very painful, even if not intentional. And they deserve more punishment than a simple foul call because players perceive them as provocative and intimidating. A stomp to the top of the foot must be considered a foul that rises to the level of misconduct and requires a caution as in this instance, or a send off if it endangers the safety of an opponent.
