Complimentary Law Books – 2003 Referee Registration Grades 9, 10 and 11
CHICAGO (Wednesday, May 29, 2002) - Pursuant to the change in By-law 531, approved by the U. S. Soccer Federation Board of Directors, we can now distribute the materials needed for new grade 9,10 and 11 Referee Training clinics as directed by the State Youth Referee Administrator, or the designee of the State Youth organization when there is no SYRA.
Each youth organization that wishes to have the SYRA, or a designee, if there is no SYRA, administer the registration of Grade 9, 10 and 11 referees is entitled to receive the following material to use at new clinics: Badges, Laws of the Game books, Referee Administrative Handbooks and Guides to Procedures for Referees, Assistant Referees and 4th Officials. You will receive a number equal to the number of new referees you registered last year at those grades, plus 10%. For example, if your state registered 250 new grade 9 referees in 2002, you will receive 275 badges, 275 Law books, 275 Referee Administrative Handbooks and 275 Procedures to use for 2003 clinics. If you are implementing any of these grades for the first time, please contact Carol McGuire in the referee office. She will assist you in determining the quantity of material need for program implementation.
A new, simplified, Laws of the Game book, written specifically for the younger referee, is in production but will not be available for the start of the 2003 registration period. We will keep you informed of the progress of this project. Please note that you will not receive your full complement of 2003 Laws of the Game at this time, only a partial shipment. This first shipment of complimentary Laws of the Game will contain the current year’s edition (2001/2002). This is necessary because FIFA has just released the new changes and we are still in the midst of printing. They should be ready at the end of June and will be shipped at that time. The changes to the Laws are so minor that referees at this level will not be affected.
Additional materials may be requested, but one registration form must be submitted for each set of complimentary materials sent. You will be charged for materials you order if the order exceeds the number of registrations received in our office. Material can not be returned for credit.
Re-certifying referees at this grade should receive the badge and the Laws of the Game book. They can get the badge and Law book at the re-certification clinic they attend, or they can get it from our office, through the mail, after we have processed their registration form. The choice is yours. If you would like to distribute the badges and Law books at the clinic, please indicate that on the form below. If you choose this option, you will be sent additional badges and law books. If you do not choose this option, the referee will receive a Law book and badge with the card sent from this office.
The material will be shipped via regular UPS (except Alaska and Hawaii) unless other arrangements are requested. UPS will not deliver to post office boxes; therefore, a street address is necessary to ensure delivery. Please indicate where you want the complimentary materials shipped. If you wish the material to be divided and shipped to more than one address, include a distribution list – we will honor all reasonable requests. (Please reply as soon as possible to expedite shipment of material).
