Public Statement by the Lamar Hunt U.S. Open Cup Adjudication & Discipline Panel

The Lamar Hunt U.S. Open Cup Adjudication and Discipline Panel has reviewed the protest of the result of the First Round match between FC Motown and West Chester United SC that was submitted by FC Motown on March 23 in accordance with Open Cup Policy Section 306.

The grounds for the protest were that a West Chester United SC player re-entered the match after being substituted off. This fact was not disputed by any parties. The Adjudication & Discipline Panel also considered the fact that the Fourth Official was the party that presented the possibility a player re-entering the match after exiting via a Concussion Substitution Card.

Based on this finding, it is the conclusion of the panel that:

1.     West Chester United SC was permitted by the referee to field an illegal substitute.

2.     The result of the March 22 FC Motown and West Chester United First Round has been voided.

3.     FC Motown and West Chester United are to replay this First Round Open Cup match at the first possible date, and no later than Sunday, April 3.
